Raymond White

Raymond M. White serves as a Senior Global Intelligence Advisor at Lexpat Global Services, specializing in counterproliferation, counterterrorism, and the design and delivery of large-scale training initiatives. A senior operations officer in the CIA’s clandestine service for 25 years, Ray is recognized for his leadership, innovation, and ability to deliver transformative results in support of national security and intelligence priorities. 

Throughout his distinguished career, Ray held multiple field leadership roles and directed the CIA’s largest operational training program. He served across five U.S. presidential administrations in postings that included Malta, Romania, the United Kingdom, and Austria, as well as two year-long deployments to Iraq leading teams pursuing ISIS senior leadership. His deep expertise in building trust-based relationships across the U.S. intelligence community, foreign partners, and host nation officials has been central to advancing mission objectives in complex, multicultural environments. 

Ray holds an M.A. in Adult Education from American University.
