Hillary Batjer Johnson

Hillary Batjer Johnson is a Senior Consultant at Lexpat Global Services, bringing over 26 years of experience at the nexus of homeland security, counterterrorism, and foreign policy. An internationally recognized leader in smart security strategies that facilitate secure global travel, she has shaped policies on U.S. and UN terrorism designations, sanctions, watchlisting, screening, and vetting. Hillary led the development of international good practices on critical infrastructure protection, resilience, and safeguarding soft and vulnerable targets. Her work has included extensive engagement with multilateral and regional organizations including the UN, EU, APEC, ASEAN and the Organization of American States.
Previously, Hillary served in the U.S. Department of State’s Senior Executive Service, including serving as Deputy Coordinator for Homeland Security, Screening, and Designations and Acting Principal Deputy Coordinator in the Bureau of Counterterrorism. Earlier roles included service in the Bureau of Western Hemisphere Affairs and on the Secretary of State’s Policy Planning Staff.
Hillary holds a B.A. in History from Whitman College and a Master’s in Pacific and International Studies from the University of California, San Diego. She is a member of the Council on National Security and Immigration.
